ANNOUNCEMENT on the competitive selection of projects for the translation of works of Ukrainian literature into other languages in 2023

The State Institution "Ukrainian Book Institute" (hereinafter referred to as the Institute) announces the launch of the Programme for Support of Translations of Ukrainian Literature into Other Languages Translate Ukraine 2023 (hereinafter referred to as the Program) and invites foreign and/or domestic publishers (hereinafter referred to as the Publisher) who intend to translate, publish and distribute Ukrainian literature into other languages to apply for participation in the Program.

In accordance with the requirements of the Regulations on the Programme for Supporting Translations of Ukrainian Literature into Other Languages, as approved by the Order of the Ministry of Culture and Information Policy of 13 March 2023 No. 108, registered with the Ministry of Justice of Ukraine on 8 May 2023 under No. 753/39809 (hereinafter - the Regulations), the Institute accepts applications for projects on works of Ukrainian literature written in Ukrainian and published by Ukrainian publishers (hereinafter - the project).

Projects are selected in two stages.

At the first stage of the competitive selection, the responsible structural unit of the Institute processes and checks the received applications and documents for compliance with the requirements set out in clauses 7-9 of the Regulations within 10 working days, compiles a list of applications and sends them by electronic communication to the members of the Expert Council who carry out the expert evaluation of projects.

If the application and documents do not meet the requirements specified in clauses 7-9 of the Regulations, the responsible structural unit of the Institute shall notify the publisher by electronic means. The publisher shall have the right to submit a corrected application taking into account the comments no later than 5 working days from the date of receipt of the notification.

The corrected application and documents are reviewed within 5 business days.

In the second stage, the members of the Expert Council conduct a remote expert evaluation of the projects.

As part of the project support, the Institute will reimburse the participant's expenses for the following:

acquisition of rights to translate a work of Ukrainian literature into another language and/or payment of remuneration for their use (royalties);

creation of an object of intellectual property rights - translation of a work of Ukrainian literature into another language;

publication of a work of Ukrainian literature in other languages - editorial processing, preparation of the original layout, creation of an electronic edition.

To participate in the competitive selection, the publisher shall submit to the Institute an application completed in English in the form according to Annex 1 to the Regulations, which is attached:

translator’s CV;

a copy of the contract with the translator signed by both parties;

a copy of the contract with the Ukrainian right holder signed by both parties or copies of the contracts with all the Ukrainian right holders, signed by both parties in case of the translation of anthology, prepared by the foreign publisher;

calculation of expenses;

english-language reference on key provisions of the contracts executed in other languages and attached to the application;

english-language reference on the publisher in regard to the publication of the translations of Ukrainian literary works, promotional events, and book distribution network.

Please note that the accuracy of the information provided in the application and the documents attached to it is the responsibility of the publisher.

Applications for projects are not accepted for consideration if:

implemented within the framework of the program of previous years;

translations of works of Ukrainian literature that have already been translated and published in the relevant foreign language in the relevant country; 

translations of publications that are not aimed at the general public (industrial and practical, regulatory, reference, advertising, leisure publications).

!!! The Institute accepts applications from May 19 to June 14, 2023.

Please note that applications submitted after the deadline specified in the announcement will not be considered.

Publishers should send applications in PDF and Word formats, scans of agreements, and reference forms in Word format to [email protected] in one email, each document as a separate file.

Contracts and reporting documents shall be submitted to the Institute signed with an electronic digital signature of the publisher's authorized representative. 

If signing documents with an electronic digital signature is not possible, the documents in a printed form signed by the publisher's authorized representative shall be sent to the official address of the Institute: 9 Lavrska St., Kyiv, building 20.

The maximum amount of expenses reimbursed by the Institute to the publisher is EUR 8000 or the equivalent in the national currency of Ukraine - UAH.

The selection of translation projects will be made by the Expert Council. The final list of projects will be determined by the Institute and published on the Institute's website by July 6, 2023.

Expenses are reimbursed:

if the publisher's expenses do not exceed the maximum amount of expenses, the Institute reimburses such expenses in the amount specified in the application;

if the amount of the publisher's expenses exceeds the maximum amount of expenses, the Institute shall reimburse such expenses partially in the amount equal to the maximum amount of expenses.

Upon receipt of the report and supporting documents, the Institute shall reimburse the expenses by transferring funds to the current account of the winner of the competitive selection in accordance with the terms of the contract.

Procedure for submitting reports on project implementation:

For each project, the winner of the competitive selection must submit to the Institute a report in English in the form according to Annex 2 to the Regulations together with the supporting documents specified in Annex 2 to the Regulations in the manner, terms, and conditions specified in the contract. 

The report shall be accompanied by a book publication in electronic format in accordance with the terms and conditions specified in the agreement.

Reporting documents are accepted until November 15, 2023.
